Overview

The national campaign targeted approximately 1.69 million girls, including school-going girls in Grades 6–10 and out-of-school girls aged 10–14. Working closely with the Family Welfare Division, WHO, UNICEF and the national Technical Working Group, Anweshan developed and finalised the research protocol and survey instruments, conducted household listing and mapping on an extraordinary scale, and implemented a nationally representative study covering all seven provinces. Nearly 40,000 households were mapped and listed to identify eligible girls, including those who could easily be missed by school-based reporting systems. The study went well beyond measuring vaccination coverage. It investigated awareness of the HPV campaign, reasons for non-vaccination, differences in access between school-going and out-of-school girls, caregiver knowledge, confidence in vaccination, and the behavioural and social factors influencing uptake. Anweshan combined digitally managed household data with qualitative insights from caregivers, vaccinators and health workers, supported by real-time quality monitoring and survey-weighted statistical analysis. This historic assignment generated independent national and provincial evidence following one of Nepal’s largest-ever vaccination campaigns, providing WHO Nepal and the Government of Nepal with a strong foundation for reaching missed girls, strengthening the integration of HPV vaccination into routine services and advancing the country’s commitment to eliminating cervical cancer.

Expertise

  • Household and facility surveys
  • Qualitative research
  • Data management and analysis

How we worked

  1. 01

Finalised the protocol and instruments with the Family Welfare Division, WHO, UNICEF and the Technical Working Group.

  2. 02

Mapped and listed nearly 40,000 households across all seven provinces.

  3. 03

Ran a nationally representative survey with real-time quality monitoring.

  4. 04

Combined survey-weighted analysis with qualitative insights from caregivers, vaccinators and health workers.

What it produced

  • National and provincial HPV vaccination coverage estimates
  • Evidence on reasons for non-vaccination and gaps between school-going and out-of-school girls
  • Recommendations for reaching missed girls through routine immunisation
